UPDATES :
#7/4/16 - Some remarks for fire and water done, will finish on friday if there's no assignments/work.

To all of those people who keep asking "Is this character good?", "Is this account worth keeping?" or "OMG dark sarunan", please read this before making a thread. Thank you. I made this thread purely for convenience purposes.
DISCLAIMER : I DO NOT own nor did I make this list myself, this list is created by a japanese blogger called Kikushi that can be found here. I got this list thanks to Keith so might as well shed some light on it. Oh, this isn't the same as the GBF data file either. All the english names were taken from the SSR character data file made by Seluvia .
The blogger did not include limited/farmable/event characters. Thus I will NOT include any of them until I can get a few vets to get an average rating out of them.
NOTE : This is purely an opinion-based tier list created by the poster, you can disagree with it but the tier list will not change unless he changes it. Feel free to correct my terminology though, I made those up myself alongside with some other forum member's opinions.
Firstly, here's the terminology :
1. There will be 4 different tiers for each character:
Beginners : The stage from early to midgame in Granblue. These stages include most bosses from normal to very hard difficulty. SSRs with high ratings at this stage is capable of carrying you through the stage without much issues.
Magnas : Indicator for how good the SSR is against the Extreme Magna Boss that you have the elemental advantage against. SSRs with high ratings at this stage does very well against magnas due to the utility or the damage output it can deal.
Intermediate : The stage where you have a complete weapon pool and is able to utilize an SSR fully. SSRs with high ratings at this stage is either capable of dealing extreme amounts of damage or has great late-game worthy utilities.
HL ( High Level ) : Indicator of how good the SSR is against High Level Boss that you have the elemental advantage against. This is the very late game stage of the game. SSRs with high ratings at this stage usually provides insane amounts of utility for HL battles, at this point nukers or heavy attackers without utility falls off.
2. Weapon preference (WP): If a SSR with the right weapon preference matches with one of the weapon in your pool, he/she gains 20% extra stats from it.
3. Races : self-explanatory.
4. Rating : ★ is 1 point. ☆ is 0.5. Max of 6 points and minimum of 1 point.

One of the strongest fire supports and staple in HL teams, she has both offensive and supportive skills that give extra effects for your team. She heals your team for 1.5k hp but more importantly it clears 1 debuff from your team, which proves to be incredibly useful against bosses that throw out debuffs during ougi. Her other skills involve increasing your fire team's damage output by quite a large margin.

One of the only defensive units of the fire element. Although he does not provide damage cut, instead he provides a very decent damage output. Kagutsuchi increases his damage by 50% to 150% depending on his current hp while letting him drain 2k hp per turn for 2 turns. With correct usage, he can do quite a sum of damage during these 2 turns while tanking damage.

Fire's element "birdman" (Nezu), she is a heavy attacker and has break assassin like birdman but her multiplier is weaker ( +130% vs +180% )and does not have any self buffs to pump up her damage. She is still a good attacker nonetheless.

Remarks :
Claris purely functions as a utility support in all stages of the game. She provides armor break and Overdrive reduction by 1/3, which is very helpful in soloing raid bosses. While she has a dispel that deals damage based on enemy hp, up to a whooping 700k damage against huge HP bosses.

Remarks :
The true fire lord of the game, whilst being a very strong attacker, he provides Fear which is one of the strongest debuffs in the game. Paired with fencer, it is possible for a boss to stay at 0 charges for the whole fight. His passive helps boost his own damage too depending on your fire pool.
Ghandagoza

Remarks :
After the 2nd anniversary buff, he becomes a lot more viable and becomes a true fire brawler. He has a passive that increases his DA based on his ougi meter (+0-50%). Hatendou is a stronger version of blind and causes the enemy to miss 90% of the time, and has a relatively good debuff rate (~80%). If Hatendou hits, his gains hostility which synergizes with his other skills. Inkaken is the strongest counterattack buff in the game, boasting a 4-5x damage counter. His 3rd boosts his ougi by 20% and gives him a stacking atk up buff everytime he gets hit.
Heles

Remarks :
One of the more underwhelming fire characters, her 1st is the same as perci, her's has a shorter cd and lower damage. Her OD assassin is basically holy saber's OD assassin. Her 3rd gives her a triple attack buff for 3 turns and a counterattack buff for 30% ougi. Once she counterattacks, she loses her buff. So, it might not be a really ideal triple attack skill.
Metera

Remarks :
This Metera revolves around her stacks. Using her first skill will give 5 stacks. The second skill will have an extra effect of Slow with a stack consumption. The third skill will increase threat level if Metera does not have a stack to be consumed. Normal attack will also consume a stack, regardless of DA/TA, to increase damage. Her ougi also does more damage with consumption of a stack.

Remarks :
An extremely offensive fire support, her skill set screams damage increase for your fire team. Her ougi lets your team critical attack (30% chance) to deal 1.3x damage, this includes ougi turn. Sunlight Resume is neat and provides your team 4000 EHP per character (ideally, it's a small regen for 10 turns). It's nice and all but the actual usability of it is at most decent due to it's long cooldown. Her 3rd is straightforward fire buff and wind res buff. Her passive increases team damage the lower her hp, the other one decreases her def by 40% but decreases her hostility. Note that her base def is already low so you might want to be very careful so that she does not get gibbed. Here is the important part : Flare. This skill increases BOTH enemy and ally attack depending on it's current duration. It peaks at 20 seconds left, buffs range from 5% to 100%.

Villain in glasses, the legendary strategist that puts any battle under control with his powerful buffs and ougi acceleration is near Guild War Character level. His debuff rate isn't very good, thus he needs a superstar to work well with him.

Known as the MVP against colo magna/HL in the chinese GBF community, she is the only character that provides a 70% damage cut against fire damage. (Which is very important to tank ougis from colossus.) Other than that, she is lackluster against other elements.

The only decent looking harbin (imo), also a staple for HL battles. Her skillset screams balance in all things, she has a fair share of utility as well as damage. Making her very useful in long drawn HL fights.

One of the strongest attackers in water, being able to boost DA/TA on his own improves his damage output a lot. Not to mention he can Blade Impulse twice after he ougis, which deals a heckton of damage. His DA passive for the team is just icing on the cake. Capable of outdamaging Silva too.

Her skill set is pretty meh as you can see. A 5cd single target heal for 2k, an armor debuff equivalent to mist and does not stack. Plus a basic water nuke with slow. She does quite well in 6 man HL due to her stability with a short cd heal and a high hit rate debuff.

Without a doubt, Yoda is the strongest early game character in GBF. He is the only character that can deal 999,999 damage right from the start without ANY equipment. Having him ensures you can own early-mid game without a brain. I might have exaggerated that, but he really turns the game into easy mode. If you wish to play the game without challenge for a few months, go ahead and spam him. Using him in coop might result in getting you kicked so beware.

Eh, this is a bit disturbing. But apparently she's an idol that gives crazy boosts to an all male team. Her 1st gives a heavy buff of 35%ATK/DEF up to male characters, this buff is special and stacks with other dual buff or single buffs. Her 2nd increases ougi and ougi accumulation by 20% to males. It's not better than altair's instant 30% but it adds up. Her third is a crazy heal that gives a whooping 4500EHP to male characters on a 8cd. That said, she does a lot better than altair if you can make up an all male team.
